	I added the LSMinimumSystemVersion key and value to my
	Info.plist.  I want to insist that at least 10.3.9 is the
	version of the running OS X.  However, I tried this on a
	machine running 10.3.7 and it proceeded to allow the
	application to run.

	As a test, I set the version to 10.4.5 (which doesn't exists
	yet) and the Finder correctly shows a dialog box saying that
	this version of OS X won't work.

	So why won't this work for 10.3.7?  Did Launch Services not use
	LSMinimumSystemVersion in 10.3.7?
