Ok Joar.
What you meant is that when all windows of an application are closed,
launching that app again makes it spawn a new window. But what I'm
looking for is how to make it spawn a new window even if it already
has some document windows opened (like one terminal window is already
opened, I would like to have one more window for a new task).

Is it the case on your mac ?
When I said "should", I mean that that's how I think NSWorkspace
should behave - not that it is how it behaves now. It sounds from
your report that it doesn't behave the way I would have expected.
And, yes, Terminal.app does respond to re-open events by opening a
new window.
You can easily try this for yourself, for any app. Close all
windows in app X, switch to some other app, and then click on app X
in the Dock. If it responds to re-open events, it should open a new
window.
