Have you looked at the SimpleToolbar example in /Developer/Examples/ SimpleToolbar? If you basically make minor changes to this code to handle your toolbar items, you should have a toolbar running very quickly.

Err... make that /Developer/Examples/AppKit/SimpleToolbar. Sorry.
