Creating Transparent Window on Dock Icon

Hi,

I want to drop playlist from iTunes to dock icon. However it seems
that that drag and drop is only allowed on Window or a View.

Does any one know, how to create a transparent window on the dock icon
so that user feels that he is dropping on the dock icon and not on the
window.

any clue?
