getting things out of and putting thins in the doc

Hello all.
Using voiceover for my computer access leaves a few things that we must use work-arounds for. I.E. since we cannot drag and drop, we can only place applications in the doc if they're already running. This isn't a problem. However, I would like to add urls to my doc occasionally, and unfortunately, using voiceover, this cannot be done. Does anyone have a code snippet I could incorporate into a program that would allow me/us to add and remove urls and non-running programs to the doc?
I did finally locate where they're kept, but I can't make sense of all the stuff around the entry, and manually editing the file doesn't work, so if anyone has any ideas, or can point me in the right direction for creating my own utility for doing this, I'd appreciate it greatly, as would voice over users everywhere.
