As it turns out, the scrollview I was creating was not tall enough to
get a scrollbar!
Somewhere around 88 pixels seems to be the minimum, for regular sized
scrollers ...

You know, you are awfully quick to blame the system for being a
self-described novice. I suspect you have a lot more to learn here.

Machinery" is all messed up. Just look at Safari or xcode and how
the little buttons that are supposed to scroll one line don't even
know how to draw themselves sometimes. Or how the scroller knob
sometimes leaves artifacts. or how the scroll bar auto hide
feature sometimes gets confused about when to hide. Intuitively,
you would think that if you set the scroll bars float value it
would cause the view to scroll, but it does not ( if you set any
other control's value it causes the view to reflect the change).
