Changing NSStepper

I've got hour & min text fields, and one NSStepper. I would like the NSStepper to work only on the focus field (meaning that it does nothing if neither field has focus, and works on the field that does have focus). I assume there's no way to set this up in IB? What do I intercept to find out when a field gains and loses focus? I assume that that's where I connect up/disconnect the NSStepper to a particular text field.
