User-only preference pane

I would like to have a preference pane that can only be installed into ~/Library/PreferencePanes and not /Library/PreferencePanes. Ideally, a user could double click on the pane and there would be no sheet that asks the user which location he wants to install it in. I suppose the alternative is to make an installer package that does the right thing, but I would prefer not to since it's less transparent to the user where files get placed. Does anybody have any advice? Thanks for any help.
