Detecting and preventing launch of arbitary process

Hi all,

where would I start looking for a way to do this? I would like to be able to detect and prevent an arbitary process of any type from being launched. I can do this via something like lsof or top, but I would prefer to stop the process earlier than that.

where would be a good place to start looking? does anyone have any suggestions?
