Hi Anaki,
I'm using 10.3 so I can't help much but if you could email me
(offlist) one of the dictionarys I'd love to help you with this.

I looked around the web and didn't find anything that could help. The
Gentoo link you gave had a bit of what the code looks like but isn't
too complete (as it says). You might end up writing a parser for this
DTD. It wouldn't be too hard and, again, if you want help with that,
let me know.

Though I've never heard of this Dictionary.app of which you speak, I
think a GUI to assist in writing dictionarys for it would be quite
useful and might become extremely popular.
