File system activity reporter

Hi all,
What is the appropriate tool to see file system activity? SCO Unix had a tool that would show file name, accessing process name (or PID?), open flags, time open, closed, bytes in/out, etc. Anything like this on MacOS 10.4.X? Is there a framework that does this that I can use in code I write?

  Thanks,
  Scott
