file filter popup at *top* of save panel

TextWrangler has a popup menu at the *top* of the save panel (not in the accessory view) with the following options:

 * All Readable Files
 * All Files
 --
 * Text files
 * PICT files
 * QuickTime Movies
 * QuickTime Images

How did that popup menu get there? Is there some way of adding a second accessory view? I've seen similar popups in other apps.
