Well, coming up with a contrasting color isn't all that cut-and-
dried. If you just pick the color that's 180 degrees away in hue,
that doesn't help much against a background that's a 50% gray, for
example.
What Apple does with the standard arrow cursor, is to make it with
black pixels and white edges so it shows up pretty well against
anything.
