	It seems I have to be painfully specific.  (Sigh.)  I'm writing
	a Mac OS X application using Carbon/Cocoa that is launched by a

	1. I'm interested only in user accounts.

	2. All users always have a home directory including all the ones
	   you listed:

	   $ echo ~windowserver ~postfix ~nobody ~root
	   /var/empty /var/spool/postfix /var/empty /var/root

	Anyway, my question wasn't whether a given user has a home
	directory since all users have a home directory.  Again, my
	question was whether, for a normal human being user, $HOME can
	ever be not set.  $HOME being unset has nothing to do with
	whether the user has a home directory.
