This behavior changed from OS <X to OS X, so it is a point of great
contention. Mail.app handles this by disabling buttons (such as "Send")
when the app is in the background.
If you want to do this for an entire window, one solution is to drop a
transparent window over the existing window, however, this behavior would
probably be unexpected and non-HIG-compliant.
