Making a panel float over another application

Hi

Is there a way to tell a floating palette to float above a specific application other than my own? I'm writing an extension for an application and have the communications worked out (ie I'll know when the app is activated and deactivated) but I also want the InterfaceBuilder generated GUI to appear and disappear based on these messages from the mothership.
