Continuing woes with NSMutableURLRequest -- how to file bug report?

I've been having an ongoing battle with the NSMutableURLRequest class for the better part of six months. In particular, it appears that the -setTimeoutInterval method does not work. I have yet to receive confirmation from anyone that they, too, have had this problem, but my exhaustive tests have confirmed that it is indeed the case that instances of NSURLConnection made from NSMutableURLRequest instances do *not* time out as desired. I'm hoping that someone here will have some suggestions regarding what I can do to get Apple to address this matter or, better yet, if I'm wrong here.
