Drawing icons for an on-screen display (OSD) like QuickTime

I am creating an on-screen display (OSD) for a full-screen mode,
similar to QuickTime, and I need to create some icons to use as
buttons.

It looks like the icons are best drawn in one colour, e.g. white.  The
unhighlighted version of the icon is gray, and I think thats due to
the alpha (mask?) setting of the image.

What's the best way to create these type of icons using something like
Photoshop or Omnigraffle?  Thanks.
