Agreed.
So am I right that if Will wants to create his PDF in a CLI app
without a window server connection that he needs to go look for a
3rd party PDF creating library elsewhere?
I'm not expert on this, but it seems likely.
Don't forget to file bug reports / enhancements requests to Apple if
you think that this should be improved.
