Possible to customize the toolbar customization sheet?

Specifically, I want to disallow the Use Small Icon and Text and Icon
options. Essentially making it like Safari's where only small icon
and icon only is enabled.
Looking at Safari's nib, it seems they're doing away with toolbar
altogether and just placing controls on the document window itself.
Not sure why they did that though. Is the customization sheet
something I can subclass?
