I don't know about a virtual folder, but you could make a real folder do
all sorts of interesting things by using AppleScript folder actions. See
http://www.apple.com/applescript/folderactions/
It's not Cocoa, but depending on what you want to do you might write a
Cocoa app which the AppleScripts interact with. For FTP you wouldn't
really need to, I'm sure you could script an existing FTP client. But it
seems as if you want to do other things as well.
