There is no official documentation from Apple. However, there is leftover documentation from OpenStep and there are example projects.
Check out /Developer/Examples/InterfaceBuilder. Also search for the Clock Control and Reducer example projects. All demonstrate how to add custom palettes to IB.
Go to <http://docs.sun.com/app/docs/doc/802-2110/6163kq4uj#hic>. Drill down into the Interface Builder topic and you'll find "Adding Custom Palettes, Inspectors, and Editors". Download the PDF version of the documentation and put it in a safe place, as there's no guarantee this link will work forever.
