Apple Help Viewer and/or Apple Help Indexer problems

In our recently released desktop publishing software 'iCalamus', a large pure Cocoa project, I ran into problems with our Czech iCalamus Help stuff.

Everything works fine but labels aren't recognized by either the Apple Help Viewer or Apple Help Indexer. The created help files (.htm + .helpindex) are identically in the already supported six languages (cz, da, de, en, fr, nl), but differ in encoding in the Czech version ('charset=x-mac-ce' instead of 'charset=windows-1252').

The labels are fine and work in da|de|en|fr|nl, but not in the Czech version.

Where may I ask for help on an Apple Help Indexer problem?
