Note "NSWorkspaceDidLaunchApplicationNotification" and "NSWorkspaceDidTerminateApplicationNotification" that generally cover the first part of your question.

...with that said using Carbon may be the best solution given your overall need.

Monitoring time that the app is active may require Carbon but those two notifications work and they're easy. Thanks a lot.
