The name shown in the dock is the same name the Finder shows for the Bundle. There's an Info.plist key that specifies this name (CFBundleName?). Make sure you specify that one, and provide translations in your InfoPList.strings file. If you need an example, take a look at Apple's standard utilities. E.g. the Printer Utility and the Disk Utility have localized names at least here on my German system.
