I must do a little correction. It's a NSPopUpButton, not a NSPopUpMenu.
Any Idea ?

now, it is not possible to select with the keyboard something.
I have the problem in my apps and I have thing that it will work in
a mega simple IB GUI in the "Test Interface" mode.
Have some body any Idea about this problem, i have found nothing on
the web.
(I use the newest version from Apple under G4)
