Capturing keyboard input, including hotkeys

Is there any way to create an application that fully "grabs" the keyboard like X11 apps can, including combinations that are assigned to hotkeys? I'm trying to create a VNC-like application, and don't know how I'd go about doing something like this. Is it even possible?
