if i write a category to NSCursor, which returns the arrowpointer cursor for for every cursor that is requested, i can force the arrowpointer throughout.

except for the flash, which still changes the cursor. which says to me that whatever mechanism NSCursor uses is being bypassed by the flash plugin.

The Flash plugin is probably using Carbon calls to change the cursor. Overriding this will be somewhat more difficult.

the universal access tool in system preferences can do this, it can change the cursor system wide to a new size. any ideas how it manages this, or am i looking in the wrong place?

Probably the wrong place. Universal Access also does a number of flashy things (like, say, zooming and inverting the screen) which probably hook into deep, dark, secret bits of the WindowServer.
