Widgets can access all of Cocoa.

That's a bit misleading - Widget plugins (and WebKit plugins) are written in Cocoa and so have access to all of Cocoa (though there are limitations to what they can do with regards to UI - popping up arbitrary alerts and the like don't always work with the "Dashboard Layer") but Widgets require such a plug in to access anything that isn't already exposed to JavaScript.
