Actually, being idle is something very subjective.
The system is always doing something, the systeme may have an idle
percentage of 99.5% on a MacPro,
the 0.5% being only the time necessary for display to refresh and
other daemons and system to run,
but on an old G3 when doing nothing there can be up to 5% of CPU used
or even more.
