So my question is: is PDFKit's inability to deal with explicit destinations (which translate to the behavior where [PDFOutline destination] returns NULL for a valid outline item) a bug, or is it functioning as design?

PDF Kit on Leopard recognizes action-based Outlines. In fact a whole new PDF Kit class (PDFAction) is introduced with Leopard.

On Tiger however, you're right, only destination-tagged Outlines are supported. I wouldn't call this a bug per se — it is simply all we were able to support in the Tiger development timeframe.

If you want to point me to a PDF with this behavior, I'll verify it functions correctly on Leopard.
