Install the developer tools, and run /Developer/Applications/ Performance Tools/Quartz debug.app

Go to the tools menu and select "Show User Interface Resolution"

On Tiger, there are the occasional display glitches... later large cats should look much better.

There is (you can probably find out how by searching around), but why? IMHO programs have to have a really good reason to change the user's screen resolution.
