You are correct. It appears that when I draw the text with
foreground alpha it is honored so only the background alpha is
ignored. Strange... would anyone else consider this to be either a
documentation or an API bug? Maybe I'm missing something, but it
seems like the behavior should be consistent.

No, you should be able to make the text itself transparent just by
specifying a transparent foreground color. If that doesn't work,
something else is screwy.
