There is no automatic way to do it at this time. iTunes' interface is
entirely custom at this point. I believe in Leopard they will be
adopting some of the iTunes look in the main UI, such as the flat-
shaded dark windows, and at that point your app will just
automatically inherit the changes with no custom code. However it
looks like apps will still have blue rippled scrollbars in Leopard so
there may still not be a built-in way to do what you want... not
sure. Perhaps they will try to update iTunes so that it will feel
less quirky in comparison to the rest of the Mac OS—I hope so :)

(FWIW, I still have iLife 06, but iPhoto's scroll bar looks regular
to me.)
