Considering Interface Builder nearly didn't change between the version in XCode Tools 1.x and 2.x, these instructions shouldn't be outdated.

I do not remember exactly how a Framwork was added in XCode 1.x, but i believe this was with the same command, in the project's 'Groups & Files' Tree, right (or ctrl -) click anywhere to pop open the menu, choose Add > Existing Frameworks... Then browse to the webkit you'd like your app to be linked to.

Come to think of it, the WebView was added in Interface Builder and it got a custom inspector.
