I don't know the answer to your original question. That being said, I found that if you move the "Enhance Contrast" slider in the "Universal Access" preference panel to about half-way to three-quarters of the way between "Normal" and the first tick mark, that the contrast doesn't really change much but the sheet and menu opacity goes to 1. So that may be helpful....
