Custom view not responding to mouse clicks in certain areas

I got a bug report from a user that says when he clicks on white space
in my custom view, the menu does not respond. He's running on 10.4.11.
He also sent me a Quicktime movie which displays the problem. You can

My app is a status item that uses a custom view, created
programmatically. Watch the cursor in the movie. When the cursor
stops, he clicks. If he clicks on white space above, below, between
items in my custom view, he gets no menu. Clicking on anything other
than white space in my view displays the menu. He also clicks on the
Apple date/time display in the status bar to show that the behavior is
not the same when clicking that item. I don't see this behavior on
10.5, nor was I able to duplicate this behavior on 10.4.10.
Any pointers would be greatly appreciated.
