Is there a direct way of accessing a user's .Mac account public folder? i.e. an API that returns the URL for this?

The DotMac SDK <http://developer.apple.com/internet/dotmackit.html> is really pretty straight forward to use. It doesn't support generic WebDAV servers, but if you just want to access public .Mac folder (either the user's or perhaps your companies) it works quite well.
