In general, rollovers during mouse-up state are an annoyance to the
user (ala Windows) and should be avoided. Although they are very
tastily employed in Max OS X / Cocoa window close-min-zoom controls,
apps like Safari have used them to remove clutter from multiple
button frames in matrices. My 1 << 1 bits.
