This behaviour of drawers is actually mentioned in the Human Interface Guidelines (some of it still makes sense ;-) ). Since a real-life drawer cannot be bigger than the desk it is in, a windows- drawer cannot be greater than its parent window:


"To support the illusion that a closed drawer is hidden behind its parent window, an open drawer should be smaller than its parent window."
