Getting time zone period info?

Short of writing my own TZ database parser, how do I figure out information on time zone periods, e.g. when they begin and end, whether or not they are standard or daylight savings time, their distance from GMT, etc.?

I'm trying to figure out when, given an NSDate, the current time zone period began, and when the next one will begin (if applicable). I see that CFTimeZoneRef keeps track of periods internally, but there doesn't seem to be any way to access that period information programmatically, and polling -[NSTimeZone isDaylightSavingsTimeForDate:] is going to be terribly wasteful.
