There is a manual 'export library' function in iTunes menu, but I don't see that it is a scriptable operation.
( but maybe I just missed it. )
I don't know of any way to force update of the library xml file. ( Other that quitting and restarting the app. )

What I would try is:
[1] read in all of the info from the library xml file.
[2] with applescript, get only most recently modified or recently added tracks and ask for their info.
