There is a manual 'export library' function in iTunes menu, but I
don't see that it is a scriptable operation.

I don't know of any way to force update of the library xml file.
( Other that quitting and restarting the app. )

[2] with applescript, get only most recently modified or recently
added tracks and ask for their info.
