not receiving kIOMessageCanSystemSleep messages

I've registered for system sleep notifications using
IORegisterForSystemPower, based on the Apple Example code at
http://developer.apple.com/qa/qa2004/qa1340.html
When I sleep my machine via the menu, or by closing the lid, I
receive a kIOMessageSystemWillSleep notification, as expected.
If I set the machine's idle sleep timer to one minute in the system
prefs, and wait until the machine sleeps (screen goes black, sleep
light illuminates), I expected to receive a kIOMessageCanSystemSleep
message, but one doesn't seem to arrive.
I also tried this package, http://developer.phildow.net/cocoa-code/
pdpowermanagement/, which is based on the same Apple code. Same
symptoms.
I'm on a Mac Book Pro, running 10.4.8
One thing I have noticed is that on a force sleep, the machine takes
a few second to wake up. On an idle sleep, it comes back almost
instantly. I wondered if its not really sleeping somehow. However
System Prefs and pmset both show the idle sleep time as 1 minute.
Google revealed a few posts from people who seemed to be suffering
the same problem, but no solution
