Apple representatives have made statements that 3rd party development / deployment of application for the iPhone is not currently possible. It is likely -- it has already happened -- that Apple is open to partnering with 3rd parties to bring specific applications / capabilities to the iPhone.

IMHO I think that if the iPhone is popular that in late 2008 to 2009
time frame Apple may open it up a little... provide an SDK, tool
chain, strong UI guidelines, and hopefully a certification program
that validates security, UI guidelines, etc.

Anyway this question (and my answer) is off topic for this list so
likely such a discussion should be taken someplace else.
