You're asking a general question to which there is no general answer...

In the case of Xcode however, and in the case of the particular icon and icon badge that you have in your screenshot, it signifies that this target is the selected target, ie. the target that will be built when you hit the build button ( / keyboard shortcut / menu item, etc.). This is only interesting if you have more than one target in your project of course.
