I apologize in advance for this as it is only indirectly related to Cocoa.

I am looking for a "lively" Objective-C forum. Can anyone suggest one that is reliable and highly-trafficked?

What exactly are you looking for in such a forum? Depending on what you're looking for, you might be looking for this mailing list, the Objective-C mailing list, or the Objective-C Usenet group. Or you might be looking for something completely different; we won't know without more information.

I've also removed the "OT:" from the subject line because this isn't necessarily off-topic, yet; Objective-C is a fact of life for Cocoa developers, though the converse is not necessarily true. Besides, if it were off-topic, it shouldn't be posted in the first place, not posted with "OT" in the Subject header.
