I just got PreventWindowOrdering to work, my apologies for speaking too
soon. The problem was that I had assumed the DelayWindowOrderingForEvent
could come from a child view of the content view, but apparently it only
works properly if it is sent from the window's content view itself. Setting
the content view to a custom NSView subclassed worked fine.
