I have been looking around on google and such, but can not find any

I can find code to program for bluetooth, but all im looking for is a
way to get its state(enabled/disabled), and change its state.

A better place to ask this question would probably be the bluetooth-dev list.

Also, Bluetooth programming is a bit more complicated as you need to
understand the protocols the device understands and communicates with.
A good place to start (which I find hard to believe you didn't find
with Google) is Apple's Bluetooth access guide:
<http://developer.apple.com/documentation/DeviceDrivers/Conceptual/Bluetooth/index.html>
And API reference:
<http://developer.apple.com/documentation/DeviceDrivers/Reference/IOBluetooth/index.html>
