Yes. All "Tier 1" (fully localized) languages are listed by choosing System Preferences > International (the ones visible by default in the list).

Can this list be accessed programmatically?

All the localization packages can also be found in the OS X install disc (as different Installer packages).

That makes sense, thanks! Still would like to get the list it via code...
