Window Level

I am very new to mac programming (I was a Java programmer) so please go easy on me!

I want to create an application that has a window that always stays one level below either the topmost window of the active application or below all windows of the active application (even when the active application changes).

Is this possible? If so, any pointers in the right direction would be great.
